Building
Social Capital
Crawl
before you walk, walk before you run! Illegal dumping
and littering are
social problems requiring a major shift in attitudes and
practices. The criteria
in becoming a PA CleanWays Community helps a community
get started toward
annual, systematic management of littering and illegal
dumping in their
community.

Educating
Citizens
PA CleanWays'
primary lesson plan is to teach by example. As a community
begins to get organized to apply to become a PA CleanWays
Community, educ-
ational opportunity discussions also take place. These
educational opportunities
will help community members learn more about PA CleanWays'
mission, under-
stand the issues surrounding littering and illegal dumping,
and recognize how
they can make a difference in their own community.

Enhancing
Your Community Image
Many people, residents and visitors, drive through your
community. Their
impression of your community relies on the image you create.
A PA CleanWays
Community sign educates visitors that this is a community
that truly cares
about its environment. It is an indication to all that the
members of this
community care about their quality of life.

Promoting
Citizen Ownership
Being a PA CleanWays Community is an indication that members
of a community
work together and strive towards a sense of pride in their
community. Further-
more, it creates a feeling of "ownership" (and
subsequent responsibility) among
community residents, which will help in the endeavor to
keep the community
clean.

Generating
Publicity
Presentation of the PA CleanWays Community award and the
celebration of a
clean community offer excellent media opportunities. This
presentation show-
cases participating individuals', groups' and families'
volunteer efforts and rewards
them in the process. It also provides an inexpensive way
to reach large numbers
of people regarding the importance of keeping your community
clean.
